Legally, by the law of Elysium, yes MC is technically a criminal, and a branded traitor (although most of the RO's don't know that, excluding Leo, Nikita and E.) They engaged in activities which safe to say... were less than righteous and ideal. Anddd they pissed off pretty powerful people up there which further led to their decline.
