steve harrington’s redemption arc works because he doesn’t give jonathan the new camera and nobody really ~knows~ he’s the babysitter. his character development and growth happens without the necessity of recoginition from any other character. how steve becomes a better person isnt dependent upon forgiveness (by jonathan, etc.) nor the approval of the change by anyone else. steve just grows. he changes. he recognized his mistakes and what he was doing wrong and he did what he could to make up for it. apologies lacking? possibly, but apologies—to a degree—exist as a search for forgiveness, which steve hasnt ever sought. steve harrington decided he wanted to be better and then he did.
