There isn't a ton of Lore about him but he's only in like his late twenties/early thirties, and it's implied his crimes weren't very dangerous or lethal before becoming part of the Light, when he actually starts doing some more serious stuff. He seems like he's someone with arrested development who's being taken advantage of by having his need to be liked and accepted manipulated
