I Wanna Make This

Yesterday (January 20, 2021) my friend was in a Duluth MN Target and she recorded four officers pinning this guy down and popping his shoulder out of place WITHOUT showing him proof of his warrant, and everyone around them were shouting how that is ILLEGAL. I called the Duluth Police Department (218-730-5400) but I was told to fill out a complaint form here . I'll be sharing a link to this video on the form and hopefully the officers will be identified.
