So once upon a time, I attempted to make a Sailor Mars cookie. Due in part to using a different kind of icing than usual, it did not go well. So I present to you...Sailor Derp.

I have two potential headcanons for this. Choose the one you like best or feel free to make (and share) your own. 

First headcanon: Usagi and Rei got into a petty squabble while decorating cookies and Usagi made this to piss Rei off.

Second headcanon: This is Usagi’s honest and best attempt to make a Sailor Mars cookie because she adores Rei and think she’s amazing. She presents it to Rei proudly. How does Rei react? I can’t decide.
