Given how most of the villains targeted scrooge and three of main antagonists have to do with him rather what he did to them in the past (Magica), someone they work alongside (Bradford), or they didn't met but the villain knows him inorder to get rid of him. By the way, I also thought of Negaduck in the court episode since everything started because of the Darkwing Duck movie that is film in his studio and how without that movie, Negaduck wouldn't cause mayhem. Not justifying Negaduck, just one of the those villains who are petty and took it out on Scrooge and used it against him.

I also thought of Taurus Bulba in that episode since Scrooge funded the labs not knowing his true intention.
