The reason for her and coopers abilities is because a multitude of the plumbers during max’s time in the organization one of the power crew used to power the headquarter and academy had a malfunction and exploded the explosion caused caused genetic mutations and left many of the plumbers off springs with strange abilities. Scarlets grandmother has a device made by azmuth himself to prevent scarlet from using her ability as unlike copper it’s not something she can control as its always present so she can’t use her ability however this is also a disadvantage as it also prevents her from being able to hone her skills and better her abilities.
