HELP!!!

I have many questions about the art commissions, I've been planning on making art commissions, but as a beginner artist, I don't know how to start, for example:

1) How do you know what price range for your arts are and what are the normal prices for art commissions?

2) What type of paying method do people usually use? I've heard people mostly use PayPal

3) If I use PayPal, but I don't live in the US so technically, the currency will be different. Do I use the currency of where I live, or do I use the US currency for the price? (If PayPal can change the currency for transactions, that's great!)

4) I've heard of other websites made specifically for art commissions such as Artistree (if anyone can give me more information about this website, I would be greatful!) What other websites would be suitable for commissioning art?

5) And if people commissioned you for art, how do you submit it to them, I mean, do you send the art as Pdf File, or is there a different way to do it?

6) Can you draw other characters from different fandom as art commissions if that's what the customers want, or is it strictly OC only?

7) Is it ok for me to put rules on what I will draw, and if I said that, I only draw for upper-half body only? (Because I suck at drawing lower-body parts and feet, so I don't want to disappoint anyone)
